The Illinois Motor Vehicle Bill of Sale is a legal document that is utilized between to parties to establish the sale and purchase of a motor vehicle. This document will provide proof of the details of the sale, change of ownership and any known defects. This form will be needed as a part of the registration process. Notarization will be required. Do not enter any signatures until all signatories are present before a notary public.

Odometer Disclosure Statement (VSD 333.4) – Required when transferring the title of a motor vehicle to verify the odometer mileage and that it has not been tampered with (Federal and State law).

Seller’s Report of Sale (VSD-703) – Immediately after the sale of the motor vehicle the seller will be required to submit this form to the Secretary of State Vehicle Services Dept.

Register a Vehicle in Illinois

When purchasing a vehicle in Illinois, whether purchased, acquire by inheritance or as a gift it must be registered with the state within 20 days of receipt of the vehicle.

Where to Register – When purchasing any vehicle from a dealer in the state of Illinois, the dealer will do the work to ensure your registration is complete. When making a purchase from an individual, you will be responsible to complete all of your paperwork and present it to your local Illinois Secretary of State’s Office

Needed to Register – You may acquire an Electronic Registration Form, but be advised that once you complete and print it, it must be presented with all of the registration documents, in person, at your local SOS office. You will also require the following:

  • The title signed over to you by the previous owner
  • A bill of sale
  • If the vehicle has liens, you must provide the names and addresses of all lienholders (if any)
  • Proof of current Illinois auto insurance
  • Review the Tax RUT-50 chart to determine the amount of taxes that will be due. You will be required to complete a Tax RUT-50 form that may be acquired at your local SOS office.
  • Proof of Identification (Driver’s license or State ID)
  • You will need to come prepared to pay all fees ie: vehicle registration fees: $101, Title fees: $95, Tax fees (See  Tax RUT-50 chart)

How To Write

Step 1 – Seller and Buyer Information – Seller and buyer enter the following information :

  • The Seller –
  • Name
  • Driver’s License Number
  • Physical Address
  • City
  • State
  • AND
  • The Buyer –
  • Name
  • Driver’s License Number
  • Physical Address
  • City
  • State

Step 2 – Vehicle Details – Enter all of the required information:

  • Make
  • Type/Model
  • Year
  • Vehicle Identification Number (VIN)
  • Color
  • Odometer (Miles)
  • Will the Title be included in the sale? ( Check Yes or  No)

Step 3 – Trade/Purchase Price – Check any of the boxes that apply and, if needed, provide additional information :

  • If the first box is checked, the seller will only be accepting monetary payment – Enter the worded dollar amount
  • Enter the dollar amount in numbers
  • Enter the date as to when the parties agree to and the date that payment will be made, in mm/dd/yyyy format
  • Provide the date in which the document will be known as in mm/dd/yyyy format
  • If the parties have agreed that payment will be made at a later date, enter the date mm/dd/yyyy format
  • Other – If different agreements have been agreed by the parties, enter the terms of the final agreement (if additional room is required add a sheet and then attach it to the form
  • Check this box if the vehicle is being offered as a gift to the “buyer”
  • The last box in this section would address a trade agreement. Provide a brief description of the  terms and conditions of the trade

Step 4 –   Buyer’s Disclosure – The buyer must review all statements in this section. If the buyer is in agreement with the statements and all signatories are present and before a notary public, then the buyer should proceed to enter their signature into the “Buyer’s Signature” line.

Step 5 – Signatures – Provide the following:

  • Date the signatures in dd/mm/yyyy format at the top of this section
  • The Seller –

  • Printed Name
  • AND
  • The Buyer –
  • Signature
  • Printed Name
  • AND
  • The Witness – 
  • Signature
  • Printed Name

Step 6 – Notarization – As the notary witnesses all signatures, the notary public will then complete the remainder of the form, and shall affix their state seal.

  • Make copies of the completed document to provide to all who signed, for their records
  • Give the original copy to the buyer
